Description

Armstrong Park was developed by the City of New Orleans to memorialize the contributions of one its greatest citizens, Louis Armstrong. The City’s goal was to create a park which would be a living and dynamic reflection of Armstrong’s cultural legacy. In response to the City of New Orleans solicitation for development interest, HPC was retained by Tommy Walker Spectaculars to conceptualize the content of an opportunity, specifically: to recommend a concept of development and phasing; to determine an appropriate investment level and development cost consistent with market support; to analyze the financial implications of the recommended development; to assess the interrelationship with the Louisiana World Exposition. The report has the following sections: introduction, market support, concept development.
