Howard Phillips Hall under construction. There is a large area dug out either for plumbing. Pipes pieces have been set out for their eventual fitting. There is also a large amount of rebar. Millican Hall is in the background. Phillips Hall was originally known as the 'Classroom Building' (not to be confused with the current Classroom Building I on the North side of campus.) It was dedicated to Howard Phillips in 1981.
