Since July 1964, the Delaware River and Bay Authority (DBRA) operated a car ferry service linking Cape May, New Jersey to Lewes, Delaware across Delaware Bay. The ferry serves as general transportation as well as a tourist sightseeing excursion service. DBRA engaged in a comprehensive master plan to redevelop and modernize landside terminal facilities at both ends of the route with the goal of increasing operating efficiency, and adding enhanced shopping, visitor services, and amenities, as well as adding revenue generating attractions to offset ferry operating deficits. Harrison Price Company (HPC) was retained to undertake a consulting program to determine the optimum nature, scope, and economic parameters of the entertainment components of the redevelopment project. A two-step approach was agreed upon: 1 charette conference that would refine concept and theming alternatives, specific facility and entertainment content of the two visitor centers, facility sizing guidelines, level of investment, indicated phasing, and other basic considerations. The charrette agenda is presented on the in the document, while other sections of this briefing book contain background material for use in the charrette discussions.
