In 1977, the City of Atlantic City retained Economics Research Associates to carry out a broad-ranging evaluation of the city’s economic structure. The analysis, funded by the U.S. Economic Development Administration, was undertaken to identify programs and strategies by which the city' s economy could be diversified and strengthened in future years. This report presents ERA's findings and recommendations resulting from completion of a thorough analysis of such factors as: the economic climate of Atlantic City, employment conditions in the City, tourist-related and non-tourist oriented components of the City's economic base and area resources, the impact of casino gambling, offshore oil and gas development, and the potentials for expansion of the City's economic base. Following the introduction, Section II contains a summary of the highlights of the report. Section III presents an overview of current business and economic conditions in Atlantic City. A discussion of the projected employment resulting from casino gambling and related growth of the tourism industry is provided in Section IV. Section V addresses the prospects for diversification of Atlantic City's employment base in sectors of the local economy (e.g., manufacturing) not solely dependent on tourism or casino gambling for their growth or survival. Section VI provides an evaluation of several prospective sites for the location of new industry, and Section VII contains illustrative site development program s for two selected sites in Atlantic City. Lastly, Section VIII is devoted to an outline of a recommended implementation program for economic development of Atlantic City.
