The purpose of this surveillance (Phase I) study by the Harrison Price Company (HPC) was to make an on-site examination of Neeltje Jans, obtain input from the client group on objectives and constraints in the planning process and review data on the market environment in order to assess future development opportunities at Neeltje Jans in the form of a tentative, pre-study concept. This report summarizes our Phase I findings on what we believe to be the appropriate concepts for future development planning of the island and a recommended format for implementation. As a sidelight, HPC suggested a name for the project.
