    Abstract

    This paper presents a brief overview of science and technology policy in the People's Republic of China (PRC). Four issues appear paramount in discussing PRC science and technology policies: the political control issue, the questions of competent scientific personnel, the scarcity of investment capital, and the system's organizational processes and structure. All four interact to make scientific and technological modernization within modern China a difficult process but one critical to the society's long-term advancement and prosperity.
