Uncertainty and risk analysis for the Coast Guard's International Ice Patrol
Abstract
The performance of complex operational systems is affected not only by the equipment and software used, but also by personnel, procedures, organizational culture, and previous management decisions. Efforts to conduct risk analyses in these complex environments have typically focused only on specific parts of the operation and have not provided an integrative view of the sources and effects of various risk elements. This paper describes and illustrates an integrative approach to risk analysis focusing on the mission of the U.S. Coast Guard's International Ice Patrol.
