Abstract
Nonequilibrium phonons created in a crystal relax by spontaneous decay due to anharmonicity of the crystal. We formulate a theory which takes into account the effects of disorder and the breaking of wave-vector conservation on the anharmonic decay of both lattice modes and localized vibrations.
