Abstract
This article demonstrates that achieving national health goals in prevention requires reform from the “bottom up” through community organization and innovation. The Healthy Kids project shows how citizens in Oklahoma form community structures that took ownership of problems in Medicaid's Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program, reformed local health services, and made the program work for children in their community. The project can be replicated by other communities seeking to improve child access to health care through EPSDT and other public health programs. © 1997 by The Haworth Press, Inc.
