Energy-Water Meter: A Novel Solution For Groundwater Monitoring And Management

Abstract

In the context of groundwater resource management, this paper proposes a novel method for continuous measurement and control of water abstracted and energy consumed by an electric pump in conjunction with a credit controlling system. Based on this method, flow characteristics are determined by measuring the electrical parameters of energy consumed by pump's electro-motor. The electrical parameters are used to determine the flow characteristics such as discharge and volume of the water withdrawn by the pump. This solution, which gathers the capabilities of conventional water meters and energy meters in a single package, controls water abstraction volume and energy consumption by designating a credit to the smart card associated with each particular well. Upon exceeding the water/energy quota, the meter can store the corresponding data separately as a basis for imposing penalties or even for disabling the electro-pump. The proposed solution gives an accurate picture of water and energy consumption on a realtime basis, enabling decision-makers to develop an appropriate approach toward energy and water resources planning and management. The meter has been successfully tested and used in Iran since 2008, and it can be customized for commercial and industrial applications in other regions. © 2011 ASCE.
