Abstract
The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) suggests collaborative planning among hospitals that provide services to a contiguous geographic area during mass casualty disasters. However, the JCAHO does not specify a methodology to determine which hospitals are included into these cooperative plans. The problem of selecting hospitals to include in exercises and drills at the county level is a common topic in the current preparedness stages. This study proposes a methodology that combines optimization, frontier analysis, and statistical approaches to obtain an efficiency index to determine beforehand, efficient cooperative-networks among hospitals to conduct the response to mass casualty disasters.
