Hsi Risk Mitigation Approach To Water Utilities Asset Management Strategies

Abstract

In the case of asset management strategies in water and wastewater utilities it is usually assume that water and wastewater treatment plant operators (WTPO) are 100% efficient in their daily operations and perform preventive maintenance tasks accurately 100% of the time. Experiential learning is a valuable asset that a utility generates in their day to day operations. As experienced WTPOs retire from water and wastewater utilities a certain amount of valuable tacit knowledge departs from the utility workforce. This human capital attrition phenomenon poses a risk to utilities as a decrease in their operational level of efficiency can result in non-desirable financial results, inadequate operational performance and ultimately in a public safety health hazard in their drinking water and/or environmental surroundings. In addition, the increasing automation of water utilities control systems isolate WTPOs from the process and promote skills erosion. As you consider risk mitigations strategies the definition of an interactive-based simulation training program can improve WTPOs level of performance and increase situational awareness. Thus, an increase in WTPOs process situational awareness can introduce better utility operational performance and ensure public safety. This paper defines risk mitigations strategies and benefits of an HSI approach to utilities AM programs and activities.
