Abstract
This paper presents a standard methodology of Cost-Effectiveness Analysis (CEA), describing the feasibility of a simulator acquisition project. A scientifically qualified training system is required to enhance economic efficiency, as well as to overcome limited training environments. Accordingly, there is a growing demand for simulators to maximize the effectiveness of training for real-life situations. However, while the demand of simulator acquisition is increasing due to insufficient drill field availability and cuts in the defense budget, there are few methodologies to analyze and assess the feasibility of simulator acquisition projects. The basic approach to CEA is to compare the various costs of the field training exercise with those of the simulator-based training. Firstly, we utilize Cost-Benefit Analysis (CBA), one of the CEA methodologies used to estimate costs and benefits. Secondly, using Analytic Hierarchy Process (AHP), we analyze the transfer effectiveness that measure the extent to which simulator-based training can substitute live training. Lastly, based on the above two results, we provide a hybrid CEA methodology which combines both CBA and AHP. For the application of the above methodology, we present the case of the Korean Utility Helicopter (KUH) simulator analysis using actual records of past accidents.
