    Abstract

    This article provides an interpretation of the U.S. Congress Joint Committee on Printing's efforts to control departmental publishing, 1919-1921. Particular attention is paid to the War Department and the Joint Committee's role in the defeat of the League of Nations, as proposed by President Woodrow Wilson. Also covered are struggles over printing that centered on the issue of separation of powers and the purported waste and extravagance of executive branch publishing.
